Jason Yarbrough authored an article published in the July/August 2024 issue of The Pennsylvania Lawyer about the disruptions governments face stemming from changes in market values and county Common Law Ratios, and how property assessments affect their budgets:

Assessed values that were fair when a prior assessment snapshot was taken may no longer be accurate today.

Fewer assessed dollars result in lower property taxes and financial relief for property owners but less financial resources to fund county, school district and local municipality budgets.
